迪拜油价预计上涨60%左右

    迪拜新闻：2015年8月1日起阿联酋油价将与美国持平，从现在50美分直接上涨到80美分（也就是说阿联酋油价直接要上涨60%！！），阿联酋政府取消每年高达近300亿美元的政府能源补助。

    由于世界原油价格下降，中东一些石油富国财政收入减少，从而着手削减燃油补贴。阿拉伯联合酋长国能源部22日说，8月1日起取消对汽油和柴油的补贴以减轻财政压力。

    今后，阿联酋汽油和柴油的零售价还将根据国际市场价格而定，每月作出调整。油价上涨后大家用车习惯可能更加健康，减少大排量汽车对空气质量也会有所改良。

TheUnitedArabEmirates,thethird-biggestOPECproducer,willlinkgasolineanddieselpricestoglobaloilmarketsstartingnextmonth,becomingthefirstcountryintheoil-richPersianGulftoremovetransportfuelsubsidies.

FuelpriceswillbederegulatedasofAug.1,theMinistryofEnergysaidinastatementonWednesday.Dieselpriceswillalsobelinkedtoglobalmarkets,andareinitiallyexpectedtodecline,itsaid.Pricesforbothfuelswillbeannouncedonthe28thdayofeachmonth,theministrysaid.

GasolineisnowsubsidizedintheU.A.E.,thesecond-biggestArabeconomyandhometoabout6percentoftheworld’soilreserves.Unleadedgasoline98octaneintheU.A.E.sellsfor1.83dirhams(50cents)aliter,accordingtopricesontheministry’swebsite.TheU.S.priceofpremiumunleadedgasolineis$3.18agallon,or84centsaliter,accordingtoAAA,thebiggestU.S.autogroup.Thatcompareswith16centsinSaudiArabia,thelargestOPECproducer.

“TherewasnoreasontosubsidizeinacountrythatisasrichastheU.A.E.,”saidNasserSaidi,formerchiefeconomistatDubaiInternationalFinancialCentreandheadofNasserSaidiandAssociates.“Allmanufacturingandindustrywhichishighlyenergyintensivewillneedtoadjust.Peoplewillnowhavetothinktwicebeforebuyinggasguzzlingcars.”

SubsidiesCost

PersianGulfmembersoftheOrganizationofPetroleumExportingCountriesprovidesomethelargestpercapitaenergysubsidiesintheworld,accordingtotheInternationalMonetaryFund.SubsidieshavecostU.A.E.state-ownedenergycompaniesabout$1billionayearoverthelastdecade,SuhailAlMazrouei,theU.A.E.energyminister,saidinFebruary.

TheU.A.E.,whichdoesn’timposeincometaxormeasuressuchasvalue-addedtaxes,comprisessevensheikhdomsincludingAbuDhabiandDubai,thePersianGulfbusinesshub.Expatriatescompriseabout80percentofthecountry’sresidents.

Thechangeispartofthegovernment’splan“indiversifyingsourcesofincome,strengtheningtheeconomyandincreasingitscompetitivenessinadditiontobuildingastrongeconomythatisnotdependentongovernmentsubsidies,”AlMazroueisaidinthestatement.Acommitteewillreviewfuelpriceseverymonth,accordingtothestatement.

Globaloilpriceshavedroppedalmost50percentinthepastyearto$56.57abarreltodayasincreasedproductionfromtheMiddleEasttotheU.S.swelledsupplies,leavingaglobalsurplus.The2015break-evencrudepricefortheU.A.E.isabout$65.50abarrel,accordingtoDeutscheBankAGestimates.

“Movingtointernationalpricesisaveryrationalandacorrectpolicytoundertakeatthismomentbecausetheinternationaloilpricesareverylow,”Saidisaid.

BudgetDeficit

Energysubsidieswillreach$5.3trillionthisyear,withtheU.A.E.at$29billionandSaudiArabiaat$106.6billion,accordingtoanInternationalMonetaryFundreportinMay.Qatarhastheworld’sbiggestsubsidiespercapitaat$5,995,comparedwiththeU.S.at$2,177andChinaat$1,652.

“Lowinternationalenergypriceshaveopenedawindowofopportunityforcountriestomovetowardmoreefficientpricingofenergy,”theIMFsaid.“Agradualapproachmaybedesirable,giventhesizeoftherequiredpriceincreases.”

SaudiArabiausesfuelandpowersubsidiestotransferoilwealthtocitizens,andthekingdomisexpectedtopostabudgetdeficitequalto20percentofeconomicoutputthisyear,theIMFsaidlastmonth.CuttingthemispoliticallysensitiveafterdomesticdiscontentledtotheoverturningofgovernmentsinTunisia,LibyaandEgyptsince2011.

TheoilandgassectorintheU.A.E.contributed34.3percentofitsgrossdomesticproductatcurrentpricesin2014,accordingtotheNationalBureauofStatistics.Withloweroilprices,theU.A.E.willhaveafiscalbudgetdeficitforthefirsttimesince2009,accordingtotheIMF.

“Theyhavetofinancethefiscaldeficitandthisisonesmallwaytodothat,”saidSanyalakManibhandu,headofresearchatNBADSecuritiesLLCinAbuDhabi.
